The Administrative Order creates the Climate Change Office (CCO) under the Office of the Secretary of the Department of Environment and Natural Resources (DENR). The CCO shall serve as the coordinating mechanism internally among DENR offices as well as externally, with other national government agencies, non-government organizations and local government units.

The Executive Order reorganizes the Presidential Task Force on Climate Change with the President serving as the Chair. The cabinet members shall be members of the Task Force. All sectors under the President are directed to cooperate toward the fulfillment of the vision and goals of sustainable development.

The Act established a comprehensive fire code in the Philippines pursuant to the State's policy to ensure public safety by the prevention and suppression of all kinds of destructive fires.
