The Act extends incentives and privileges to mini-hydroelectric power developers in order to provide an environment conducive to the development of the country's hydroelectric power resources.

The Mini-Hydroelectric Power Incentive Act declares that it is policy of the state to strengthen and enhance the development of indigenous and self-reliant capabilities to attain energy self-sufficiency. Pursuant to this, mini-hydroelectric power developers shall be granted the necessary incentives and privileges to provide an environment conducive to the development of the country's hydroelectric power resources.

The Act defines the crime of plunder as the accumulation of ill-gotten wealth through a combination or series of overt criminal acts, and provides the penalties therefor.

The Foreign Investments Act of 1991 is the regulatory framework on foreign ownership in the Philippines. Several provisions of this Act were subsequently amended by Republic Act No. 11647.

The Act institutionalized childcare leave, caregiver leave and time-off for sick or injured childcare, for the promotion of the welfare of workers who are engaged in childcare.
