The Act ratifies the Convention on Biological Diversity signed in Rio de Janeiro on the 5th day of June, 1992. A copy of the Convention is attached as a schedule to the Act.

A 14-year-old girl was raped by her father, who employed threats that he will kill her, her mother and her siblings. The Supreme Court, upholding the conviction by the trial court, cited jurisprudence to the effect that when a woman testifies that she has been raped, she says in effect, all that is necessary to constitute the commission of the crime.

The case, which involved importation of tires, raised the issue of whether international law, of its own force, is drawn into the law of the land without the aid of municipal law. The Pakistan court concluded the community of nations requires that rules of international law may be accommodated in the municipal law even without express legislative sanction provided they do not run into conflict with the Acts of the Parliament. The court said that nations must march with the international community and municipal law must respect the rules of international law, even as nations respect international opinion.

The Act aims to protect children from all forms of abuse, neglect, cruelty exploitation and discrimination, which are prejudicial to their development.

The 1992 Convention on Biological Diversity is a pivotal treaty on sustainable development, with the avowed objective of conservation of biological diversity, the sustainable use of its component, and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. For the first time in international law, the conservation of biodiversity was characterized as a "common concern of mankind," relating it to economic and social development.

The Act provides incentives to all private and government health institutions which adopt rooming-in and breastfeeding pursuant to the State's policy to encourage, protect and support the foregoing practices.

The Price Act protects consumers by ensuring the availability of necessities and prime commodities at reasonable prices.

The United Nations Framework Convention on Climate Change is a framework treaty for intergovernmental efforts to address climate change which aims to curb the average global temperature increase and its impacts. Its ultimate objective is to stabilize greenhouse gas concentrations in the atmosphere “at a level that would prevent dangerous anthropogenic interference with the climate system."

The Consumer Act of the Philippines declares the State's policy to protect the consumers' interest and the promotion of their general welfare by establishing standards of conduct for business and industry.

The Administrative Order implements the policy to ensure the sustainability of forests through the establishment of buffer zones which are areas between the boundary of production forests and those used for agricultural purposes.
