Energy Conservation Promotion Act, 1992 (Thailand)

The Energy Conservation Promotion Act provides for energy conservation measures in factories, buildings, machinery and equipment, and promotion of energy-efficient materials. Measures specified include reduction of heat from sunlight, energy-efficient construction materials, and efficient machinery for energy conservation. It further sets up a fund in the Ministry of Finance named "Fund for Promotion of Energy Conservation" which shall consist, among others, of contributions from mandated persons and surcharges prescribed by the Act. The Act specifies the persons and entities who must send contributions to the Fund including persons who produce petroleum and sell it for consumption in Thailand, importers of petroleum for consumption in Thailand, and any person who buys or obtains gas from a concessionaire under the laws that govern petroleum. It also provides for surcharges payable by entities who fail to comply with energy conservation regulations. The Fund shall be used as working capital and as grants or subsidy in carrying out energy conservation work. The law also provides measures for promotion and assistance which may be given, upon request, to designated factories or buildings required to have an energy conservation program.
