The Development Plan of Kiribati focuses on the theme: "Enhancing economic growth for sustainable development." The theme underscores the ultimate goal of economic growth as embodied in the vision of a vibrant economy for the people of Kiribati.

General Comment No. 2 of the UN Committee against Torture recognizes that the principle of non-discrimination is a basic and general principle in the protection of human rights. The protection of certain minorities or marginalized individuals or populations especially at risk of torture is a part of the obligation of States parties to the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment to prevent torture or ill-treatment.

The Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment contains a study of the legal and factual aspects regarding the situation of torture and ill-treatment in Indonesia. The report recommends, among others, that torture should be defined and criminalized as a matter of priority and as a concrete demonstration of Indonesia’s commitment to combat the problem, in accordance with the Convention against Torture, with penalties commensurate with the gravity of torture.

The National Energy Strategy sets Viet Nam's energy development strategy orientations up to 2020, with a vision toward 2020. It provides overall objectives for the same period, to assure national energy security, and develop an independent and self-­reliant economy. It also enunciates policies on assurance of national energy security, energy prices, and on economical and efficient use of energy.

The Act established the Energy Regulatory Commission, the body which regulates the energy industry. It aims to protect energy consumers' benefits, prevent abuses and preserve tariffs and service quality.

The Act gives effect and implements the obligations of the Cook Islands under the Convention on the Prohibition of the Development, Production, Stockpiling, and Use of Chemical Weapons and on their Destruction.

The Act institutionalized a disaster risk management framework composed of measures involving disaster risk reduction, mitigation, preparedness, response and recovery.

The Energy Conservation Promotion Act (No. 2) of 2007 amends the law of the same title enacted in 1992. It replaces the reference to the Science, Technology and Energy Minister in the original law with the Minister of Energy. It adds among the subjects upon which Ministerial Regulations may be issued, the establishment of energy efficiency standards of machinery or equipment, and the requirement for manufacturers and distributors of machinery to illustrate the level or energy efficiency. It also replaces the "Fund for Promotion of Energy Conservation" under the Ministry of Finance with the "Energy Conservation Promotion Fund" under the Ministry of Energy, as the fund to be used for working capital, grants or subsidies for the implementation of energy conservation-related work.

The 2007 Singapore Declaration on Climate Change, Energy and the Environment is the product of the Third East Asia Summit. The parties thus declared that, among others, they shall commit to the common goal of stabilizing atmospheric greenhouse gas concentrations in the long run, at a level that would prevent dangerous anthropogenic interference with the climate system.

The Act gives effect and implements the obligations of the Cook Islands under the Comprehensive Nuclear Test Ban Treaty.
