Disaster Risk Reduction and Management Act of 2010, RA 10121 of 2010 (Philippines)

The Act provides for the development of policies and plans and the implementation of actions and measures pertaining to all aspects of disaster risk reduction and management, including good governance, risk assessment and early warning, knowledge building and awareness raising, reducing underlying risk factors, and preparedness for effective response and early recovery. It reorganizes and names the National Disaster Risk Reduction and Management Counsel which shall, among others, develop a framework providing for a comprehensive, all-hazards, multi-sectoral, inter-agency and community-based approach to disaster risk reduction and management, as well as manage and mobilize resources for disaster risk reduction and management.

Yong Vui Kong vs. Public Prosecutor, 2010 SGCA 20 (Singapore)

The appellant challenged the constitutionality of the provision of the Misuse of Drugs Act under which the Mandatory Death Penalty is imposed on him, for violating his right not to be deprived of life except in accordance with law. He argued that "law" includes customary international law which prohibits cruel and inhumane punishment. The court ruled that although domestic law should be interpreted in a manner consistent with customary international law, this is not possible where the expressed wording of the Singapore Constitution is not amenable to the incorporation of the international norms in question.
