National Physical Planning Policy and Plan Sri Lanka -2030

The National Physical Planning Policy and National Physical Plan outlines a vision for Sri Lanka to 2030. It aims to promote and regulate the integrated planning of economic, social, physical and environment aspects of land in Sri Lanka. The Plan also provides an integrated land use and infrastructure framework that will enable Sri Lanka to make best use of its natural resources and strategic location in the South Asia Region. It is guided by the principles of economic, social, and environmental sustainability, as well as the precautionary principle, inter-generational equity, conservation of biological diversity and ecological integrity. 

Its objectives include: 

  • Protecting the environment
  • Reducing vulnerability to natural disasters
  • Human settlement development
  • Infrastructure facilities development
  • Water development
  • Economic development

The document contains both the National Physical Planning Policy and the National Physical Plan. The National Physical Planning Policy sets out the strategic direction for the growth and development of Sri Lanka. The National Physical Plan provides a spatial context to the National Physical Planning Policy and identifies the strategies and projects for implementing the principles of the National Planning Policy. It sets out a process for implementing national level projects and provides guidance for the preparation of regional, district and local plans.
