Asian Development Bank Trains Justice Officers in Timor-Leste to Effectively Investigate Gender-Based Violence Cases
The Asian Development Bank (ADB) partnered with Timor-Leste's Public Prosecution Service to deliver a comprehensive training program on investigating gender-based violence (GBV) cases. This initiative is part of ADB's ongoing effort, through the Law and Policy Reform Program, to strengthen the country's judicial system's response to violence against women and girls.
A team of experts led the training sessions, including Robyn Layton, a former Supreme Court Justice; Samar Minallah Khan, a specialist in communications and behavior change; and Julia Davey, a barrister specializing in gender issues. Over four (4) weeks in June 2024, they conducted dual language workshops in English and Tetum, reaching all 112 justice officers nationwide.
The training addressed the specific challenges faced by GBV victims within the Timorese context, recognizing the importance of cultural sensitivity. It covered both formal legal procedures and collaboration with traditional justice systems. Justice officers honed essential skills through modules on sensitive questioning, thorough investigations and handling cases involving child victims. Engaging in role-playing exercises allowed justice officers to put their learning into practice and develop essential investigative skills.
"This training empowers us to improve investigations for victims, especially women and children," said a participant. The participant further highlighted the need for community education, stating, "Many lack legal understanding and consider GBV normal."
ADB ensured clear communication by using Tetum presentations, videos and interpreters. Additionally, a training manual in English and Tetum, along with ADB’s ground-breaking handbook on GBV, will serve as ongoing resources for justice officers and other stakeholders supporting GBV survivors.
These sessions build upon prior trainings prosecutors and for judges. This comprehensive approach reflects ADB's commitment to strengthening Timor-Leste's judicial system's capacity to address GBV at every stage, from investigation to prosecution and adjudication.
