ADB Supports Cambodia’s Inaugural Digital Trade Forum and Online Expo

On 13-16 December 2024, ADB, through the Law and Policy Reform Technical Assistance on Digital Economy (TA 6618), supported the inaugural Cambodia Digital Trade Forum and Online Expo in Phnom Penh, Cambodia. The pioneering event showcased Cambodia’s digital trade capabilities and commitment to digital transformation, exemplified by the government’s E-Commerce Strategy and ongoing efforts to draft a Digital Trade Policy. Themed "From Cambodia Made to Global Trade," the forum aimed to boost the global visibility of Cambodian products through digital platforms like CambodiaTrade.com. 

 

At a knowledge sharing session on consumer protection, ADB experts Nearirath Sreng and Sven Callebaut presented insights on digital trade and shared provisions of the proposed Cambodia E-Commerce Trustmark Scheme (CETS), which will strengthen Cambodia's e-commerce ecosystem and enhance the competitiveness and reputation of e-commerce operators. The CETS is designed to foster consumer trust by certifying businesses that adhere to specific standards, thereby reducing risks for consumers and enhancing business credibility. ADB’s experts also highlighted the critical role of a robust legal foundation to ensure the scheme's credibility and enforceability, as well as the specific ethical and operational standards businesses must meet to participate. 

 

The forum also featured notable speakers from the government including Prime Minister Samdech Moha Borvor Thipadei Hun Manet, Minister of Commerce LCT. Cham Nimul, Minister of Post and Telecommunications H.E. Dr. Chea Vandeth, and H.E. Igor Driesmans, Ambassador of the European Union to Cambodia. Industry experts from Amazon Web Services Indonesia and UNESCO also contributed to the discussions. Interactive sessions included a youth debate on the role of artificial intelligence in shaping Cambodia's digital trade future and discussions on policy frameworks for digital trade and responsible AI adoption.  

ADB is supporting Cambodia’s Ministry of Commerce with drafting the CETS as part of its wider initiative to enable a conducive environment for thedigital economy. Stakeholder consultations were held on the draft CETS in October 2024.
