Sri Lanka Disaster Management Act, No. 13 of 2005
The Sri Lanka Disaster Management Act establishes the National Council for Disaster Management. The functions of the Council include:
- The formulation of a national policy and program on the management of disasters for the protection of life of the community and environment from disasters, effective use of resources for preparedness, prevention, response, relief, reconstruction and rehabilitation, enhancement of public awareness and training for protection from disasters, capacity building among persons living in areas vulnerable to disaster, pre-disaster planning, preparedness and mitigation.
- Preparation of the National Disaster Management Plan and National Emergency Operation Plan monitoring of implementation of disaster management plans.
- Facilitate emergency response, recovery, relief, rehabilitation and reconstruction, take steps to counter any disaster or impending disaster, among others.
The Act also establishes a Disaster Management Centre which shall assist the council in the preparation of the National Disaster Management Plan, and shall take responsibility for implementation of such plan. It likewise empowers the President to declare a state disaster. It also provides offenses against the Act and corresponding penalties.
