Retail Aggregation Rules, Energy Regulatory Commission Resolution No. 04, Series of 2022 (Philippines)

The Act states that the threshold to qualify for the contestable market of the aggregated end-users are those whose total monthly average peak demand is at least 500kW and are located within a contiguous area. The qualified end-users who have been aggregated shall form an aggregated group and shall be free to choose their own electricity supplier. For this purpose, the aggregated group shall enter into a retail supply contract with a retail aggregator. 

The Act prescribes the rules on the general procedure for aggregation, billing and payment scheme, metering requirements, and obligations of the retail aggregator and aggregated group, among others.
