Montreal Protocol on Substances that Deplete the Ozone Layer

The Montreal Protocol on Substances that Deplete the Ozone Layer is a protocol to the Vienna Convention for the Protection of the Ozone Layer (VCPOL). The protocol provides for the phasing out of the production and consumption of ozone depleting substances, with the objective of protecting the stratospheric ozone layer which protects the earth from harmful effects of ultraviolet radiation from the sun. The Protocol imposes certain control measures, requiring each party to ensure that its calculated level of consumption or production of controlled substances listed in the annex do not exceed to calculated level of consumption or production. The allowed amount of production or consumption progressively decreases in the course of periods provided. Nevertheless, developing countries were allowed to delay compliance with the control measures in order to meet its basic domestic needs.
