Guidelines for the Implementation of Public-Private Partnership for the People Initiative for Local Governments (LGU P4), Department of the Interior and Local Government Memorandum Circular No. 2016-120 (Philippines)

The Local Government Units (LGU) P4 Code enumerates the 10 guiding principles in the implementation of LGU P4 projects, which include pro-people (the welfare and improvement of quality of Filipinos' life is paramount) and pro-accountability (the government and private sector are accountable to the people), among others. It attached an LGU P4 Code Template, in the form of an ordinance, which serves as a guide for LGUs to lay down and prescribe the requirements, procedures and conditions for an LGU P4. All LGUs are encouraged to adopt an LGU P4 Code.
