The 2018 AML/CFT Guidelines and 2020 Guidelines on the Submission and Monitoring of the Money Laundering and Terrorist Prevention Program (MTPP), as amended; Securities and Exchange Commission Memorandum Circular No. 4, Series of 2021, (Philippines)

The Memorandum Circular provided that financing companies and lending companies are financial institutions subject to the regulation of the Securities and Exchange Commission. Thus, financing companies and lending companies are included in the definition of covered institutions which are required to comply with the Anti-Money Laundering Act (AMLA) and Terrorism Financing Prevention and Suppression Act. Financing companies and lending companies are likewise required to comply with the Implementing Rules and Regulations of the AMLA and must register with the Anti-Money Laundering Council's online reporting system pursuant to the AMLC Registration and Reporting Guidelines.
