Cheselden George Carmona

Dr. Carmona teaches at Ateneo de Manila University School of Law, the Philippine Judicial Academy and in the Master of Laws Program of San Beda College.

Dr. Carmona finished his Bachelor of Arts from De La Salle University (Gold Medal for Outstanding Leadership), Bachelor of Laws from the UP College of Law and his masters (with distinction) and doctorate degree from the UP National College of Public Administration and Governance. He has a Certificate in New Public Management from the International Academy for Leadership in Gummersbach, Germany.

He is a technical consultant with extensive experience in international development work. He consults for USAID, WB, EU, UNDP and ADB on a broad range of governance and rule of law issues. He provides technical advice to public sector agencies in countries in Asia and Africa including the Philippines, Pakistan, Papua New Guinea, Vietnam, Nigeria, Uganda, Kenya, Tanzania and Zimbabwe. He served as the Chief of Party of a USAID rule of law and anti-corruption project and helped manage a regional technical assistance program in Asia for the ADB. He is presently a senior electoral and referendum advisor to the Autonomous Region of Bougainville in PNG.
