ADB and ADBI Hold Second Workshop in Carbon Markets Webinar Series, Focusing on Safeguards, Community Protection, and Benefit Sharing

On 3 July 2025, the Office of the General Counsel’s Law and Policy Reform Program and the ADB Institute hosted a webinar entitled “Strengthening Legal Frameworks for Equitable and Sustainable Carbon Credit Implementation”, the second workshop in the 3-part Carbon Markets Webinar Series. The webinar series dives into various key topics on carbon markets and intersecting legal and policy considerations. The second workshop was designed to provide policymakers and other public sector stakeholders from developing member-countries with the knowledge and practical tools needed to develop or strengthen national legal frameworks that ensure carbon market activities uphold social and environmental safeguards; respect indigenous and community rights through free, prior, and informed consent; and deliver fair and transparent benefit sharing. Around 120+ participants attended the second workshop. ADB expert Ms. Belinda Ellington of Ellington Resolution Ltd. led the presentations, along with Ms. Kamia Handayani from PT PLN (Persero) (Indonesia), Ms. Seini Tinaikoro of Siwatibau and Sloan (Fiji), and Mr. Win Sim Tam of Verra. The presentations focused on the integration of safeguards, indigenous community consent, and benefit sharing considerations into carbon credit project development, with case studies from Indonesia and Fiji. The final webinar scheduled for 1 August will focus on market and policy risks and opportunities for carbon markets and dispute resolution mechanisms.
