Water Act of Bhutan, 2011

The Act established rights and principles regarding water resources. Among these principles include the polluter pays principle which states that a person that pollutes water resources shall be responsible for the cost of restoration and compensation for damage or injury, and user pays principle which states that a person using water shall pay a charge as prescribed under the Act and its regulations. 

It established the National Environment Commission which shall ensure the implementation of the Act and the River Basin Committee. The Act further defined the mechanisms for the planning and management of water resources. It also provided rules for water abstraction and use, and the prevention and control of water pollution, among others.
