Timor-Leste Strategic Development Plan 2011-2030

The Strategic Development Plan of Timor-Leste provides vision to create a prosperous and strong nation in the next 20 years. It is intended to set a pathway to long-term, sustainable and inclusive development for the nation. Specifically, Timor-Leste aims to transition from a low-income to upper middle-income country, with a healthy, well educated and safe population by 2030. The plan aims to develop core infrastructure and human resources, strengthen society, and encourage the growth of private sector jobs in strategic industry sectors (i.e., agriculture, tourism and downstream oil and gas industries). The Strategic Development Plan covers three key areas, including social capital, infrastructure development and economic development. Social capital covers education and training, health, social inclusion, environment, and culture and heritage. Infrastructure and development encompasses roads and bridges, water and sanitation, electricity, seaports, airports, and telecommunication. Economic development includes rural development, agriculture, petroleum, tourism and private sector investment. The plan incorporates an integrated package of strategic policies to be implemented in the short-term (1 to 5 years), medium-term (5 to 10 years ) and in the long-term (10 to 20 years).
