Test and Commissioning of Generation Facilities for Ensuring Readiness to Deliver Energy to the Grid or Distribution Network, Department of Energy Department Circular No. 2021-6-0013 (Philippines)
Generation facilities must secure a Certificate of Compliance (COC) from the Energy Regulatory Commission before these can commercially operate and participate in the Wholesale Electricity Spot Market.
As a requirement for the issuance of a COC, all new and existing generation facilities, which are the subject of an expansion, upgrading, rehabilitation and similar treatment that materially changes its technical specifications and capability, must conduct test and commissioning. The test and commissioning are procedures to certify that the generation facility was connected to the grid in accordance with prevailing regulations, and to determine that such facility is ready to deliver energy to the grid or distribution network.
