Strategic Development Plan, 2004−2023 (Federated States of Micronesia)

The Strategic Development Plan (SDP) of the Federated States of Micronesia (FSM) presents a sectoral roadmap for the country to achieve to economic growth and self-reliance within a period of 20 years. The SDP is comprised of three volumes. Volume I gives an overview of the economy of the FSM and discusses the macroeconomic framework, considering the Sustained Growth Strategy as well as required medium and long-term fiscal adjustments. It also contains discussions on sectoral policies and development strategies, covering agriculture, fisheries, tourism, environment, health, education and gender. Volume II, presented as appendices to Volume I, contains a strategic planning methodology and sectoral planning matrices culled from the Third FSM Economic Summit. Among the objectives of the Summit is to achieve consensus on an overall strategy consistent with the theme of achieving economic growth and self-reliance, as well as to improve implementation and monitoring of the outcome of the planning process. Volume III is the Infrastructure Development Plan which is a key element of the overall planning framework of the FSM.
