Specifications for Quantifying and Reporting on Greenhouse Gas Emissions and Removals (Part 1), Ministry of Industry Notification No. 3987, 2009 (Thailand)

The Specifications for Quantifying and Reporting on Greenhouse Gas (GHG) Emissions and Removals is intended to benefit stakeholders by providing clear and consistent criteria and procedures for quantifying, monitoring, reporting and validating or verifying GHG inventories or projects. 

The document consists of three parts, namely:

  • Part 1: Specification with guidance at the organization level for quantification and reporting of GHG emissions and removals
  • Part 2: Specification with guidance at the project level for quantification, monitoring, and reporting of GHG emission reduction or removal enhancements
  • Part 3: Specification with guidance for the validations and verification of GHG assertions

This part (Part 1) of the document details principles and requirements for designing, developing, managing and reporting organization or company-level GHG inventories. It covers the requirements in order to identify GHG emission boundaries, quantifying GHG emissions and removals, determining specific company course of action geared towards better GHG management. It also sets out the requirements for inventory quality management, reporting, internal auditing and responsibilities for verification purposes.
