Special Economic Zones Authority Act 2019 (Papua New Guinea)

The Act established Special Economic Zones as any delimited and declared geographic comprising of serviced lands designated as such which has on-site single administrative regulation, management, infrastructure and related services, and is dedicated to any multi-use authorized economic activity. 

Multi-use authorized economic activities include:

  1. Free Trade Zone
  2. Export Processing Zone
  3. Freeport, Enterprise Zone
  4. Empowerment Zone
  5. Urban Free Zone
  6. Single Factory Zone
  7. Marine Industrial Zone
  8. Specialized Zones, such as: 
  • Science technology parks
  • Petrochemical zones
  • Logistics parks
  • Airport based zone and such other variants

The Act also established the Special Economic Zones Authority as the regulator for Special Economic Zones. It further provided the rules and procedure for the issuance of Special Economic Zone licenses, the taxation of Special Economic Zone enterprises, and provided the regulations for the development and operation of Special Economic Zones.
