Scheme for Improving Community Awareness and Community-Based Management of Natural Disaster Risks, PM Decision No. 1002/QD-TTg, 2009 (Viet Nam)
The issuance approves the Scheme on improvement of community awareness and community-based management of natural disaster risks. Its overall objective is to improve community awareness and apply effective models of community-based management of natural disaster risks at all levels and in all sectors, especially among administrations, and people of villages and communes, in order to minimize human and property losses, restrict the deterioration of natural resources, the environment and cultural heritages caused by natural disasters, contributing to ensuring national sustainable development, defense and security.
It also identifies specific objectives namely:
- To perfect mechanisms and policies on community-based management of natural disaster risks from central to local levels
- To improve capacity of local administration officials who are directly involved in natural disaster prevention and combat
- To have disaster prevention plans information and communication systems, core forces specializing in natural disaster mitigation, and a contingent of volunteers for all villages and communes in areas highly prone to natural disasters
- To guide and assist people in natural disaster prevention, combat and mitigation
- To disseminate knowledge about natural disaster control and mitigation to 70% of population in communes in natural disaster-frequented areas
- To include knowledge on natural disaster prevention and mitigation in general schools' curricula
The issuance also defines particular tasks for the scheme, timeframe for implementation and the total investment required.
