Samoa Energy Sector Plans 2017-2022

The Samoa Energy Sector Plans (SESP) 2017-2022 underscores the importance of the energy sector to Samoa and its development. All of the key national outcomes identified in its Strategy for the Development of Samoa (SDS) are affected by the availability, accessibility, affordability, stability, sustainability, safety and environmental impacts of the different uses of energy. Thus, the vision of the SESP is derived from the SDS: "access to quality energy supply for all improved," with the guiding theme of "sustainable and affordable energy for all." 

The SESP has identified key areas for the energy sector and categorized into five sections called End of Sector Plan Outcomes (ESPOs) due to their distinctive characteristics. Further, a number of strategies were formulated for archiving these ESPOs. The ESPOs include:

  • Increased renewable energy
  • Improved electricity services
  • Energy efficient transport sector
  • Improved management of petroleum products
  • Improved coordination of energy sector

The plan also considers the importance of cross-cutting issues that relate to each of the subsectors such as climate change and resilience, vulnerable groups, human and institutional capacity, promotion and dissemination of information, energy efficiency across the sector, and gender equity.
