Rules and Regulations Implementing the Biofuels Act, DOE Department Circular No. DC 2007-05- 0006 of 2007 (Philippines)

The Rules and Regulations Implementing the Biofuels Act of 2006 (Implementing Rules) implement and provide detail to the provisions of the Biofuels Act of 2006. To implement the mandate of the Biofuels Act, they direct the DOE to gradually phase out harmful gasoline additives and oxygenates, according to international standards. They contain the rules of the mandatory use of bioethanol and biodiesel which shall be blended into gasoline and diesel, respectively. They also contain provisions on the incentives under the Act for the production, distribution and use of locally-produced biofuels above the minimum mandated blends. They also include rules on the creation, structure and functions of the National Biofuels Board, and the role of the Department of Energy and other Government Agencies, as well as stakeholders such as oil companies, biofuel producers, and importer end-users. They also set out rules governing quality standard for biofuel and biofuel blends.
