Rules and Regulations to Implement Republic Act No. 11646 (Microgrid Systems Act), Department of Energy Department Circular No. DC2022-05-0017 (Philippines)

Distribution Utilities (DU) are required to submit a Local Total Electrification Roadmap (LTER), a 10-year strategic plan with an annual work plan to accelerate total electrification in its franchise area, which includes a detailed inventory of all unserved and underserved areas. The Circular allows end-users to file a petition to declare as unserved or underserved an area which has not been identified by the DU in its LTER. 

The Circular also provides the requirements and procedure for electrification of unserved and underserved areas through a microgrid system which shall be done through a Competitive Selection Process. It expressly allows alternative modes in selecting the Microgrid Service Provider (MGSP) through a Swiss Challenge for an Unsolicited Proposal. The selected MGSP will be issued an Authority to Operate by the Energy Regulatory Commission which serves as its license to provide integrated power generation and distribution services to unserved or underserved areas.
