Rules and Regulations to Implement the Provisions of Republic Act No. 8556 (The Financing Company Act of 1998), Philippines
The Implementing Rules and Regulations enumerate the requirements for the organization of financing companies, their rights and powers, and the requirements for registration with the Securities and Exchange Commission. They require that a prior certificate of authority is required before a financing company can establish or operate a branch, agency, extension office or unit.
