Revised Implementing Rules and Regulations of the Social Reform and Poverty Alleviation Act, Office of the President Administrative Order No. 21 (Philippines)

The Administrative Order laid down the multi-dimensional approach to poverty alleviation: 

  • Economic dimension (asset reform)
  • Socio-cultural dimension (access to quality basic services and protection of the security of life, person, livelihood, indigenous culture and freedom from violence)
  • Ecological dimension (sustainable uses of productive resources)
  • Governance dimension (equal representation and participation)

It further specified the duties, powers and functions of the National Anti-Poverty Commission, the designation of Flagship Lead Agencies, as well as the roles of the Sectoral Assemblies and Sectoral Councils.
