Providing a Framework for Energy Storage System in the Electric Power Industry, Department of Energy Department Circular No. DC2019-08-0012 (Philippines)

An Energy Storage System (ESS) is a facility acting as a load and generator which is designed to receive, store and convert such energy to electricity, and includes the following technologies: 

  • Battery energy storage system
  • Compressed air energy storage system
  • Flywheel energy storage
  • Pumped storage hydropower

The Circular requires that ESS proponents should apply and register their ESS for any of the following purposes: 

  • Provision of ancillary services
  • Management in the penetration of renewable energy, or
  • For the deferment of transmission/distribution facilities upgrade, among others

All ESS proponents are also required to secure a Certificate of Compliance as a generation company from the Energy Regulatory Commission, as well as an Environment Compliance Certificate or any other equivalent document from the Department of Environmental and Natural Resources.
