Program of the Eighth Constitutional Government: 2018-2023 Legislature, 2015 (Timor-Leste)

The Program of the Eighth Constitutional Government is a policy instrument, covering a period of five years, articulating the goals and objectives of the Timorese people and the priority sustainable development measures, as defined in the Strategic Development Plan 2011-2030. The new Executive will continue the efforts to transform Timor-Leste from a low-income country into a medium-high income country. The programme summarizes the main public policies to be promulgated for the strength and optimization of the sectors of governance. The program of the Eight Government builds on policies successfully instituted, since the central objectives and priorities of the Government are based on continued efforts and progress made in economic, social and political development. The program recognizes that Timor-Leste's goal of economic development is dependent on the empowerment, health and qualification of its workforce. It thus identifies investing in human capital as a key strategy to achieve sustainable development while bringing about conditions for greater inclusion, well-being and dignity in Timorese society. A culturally democratic and developed society is one that leaves no one behind, recognizing the fundamental role of women, young and old.
