Pollution Control Law, as Amended, Presidential Decree No. 984 (Philippines)

The National Pollution Control Commission (NPCC) was established under the Office of the President. An Inter-Agency Advisory Council, which is attached to the Commission, was also created which shall be composed of representatives designated by the departments enumerated in the Presidential Decree (PD). 

The NPCC shall also be organized with several divisions and is imbued with powers and functions which include, among others:

  • The power to determine the severity, causes and effects of pollution in the country.
  • The power to issue rules and regulations in compliance with the PD.
  • The power to issue permits. 

The PD further enumerates the prohibited acts which include the disposal of any organic or inorganic matter or substance that causes pollution.
