Biomass Waste-to-Energy (WTE) is a process of converting biomass WTE resources to produce electricity. The Circular recognized biomass WTE as a renewable energy resource. As policy support for biomass WTE development, a renewable energy certificate shall be issued for every one (1) MWh generation to entities who source from a registered eligible WTE facility. A power supply agreement entered by a distribution utility with an eligible biomass WTE facility shall be a minimum of 20 years and shall be exempt from the conduct of a competitive selection process.
