Philippines Energy Efficiency and Conservation Action Plan 2016-2020

The Philippines Energy Efficiency Conservation Action Plan sets out sectoral recommendations that form the National Energy Efficiency and Conservation Action Plan. It constitutes the recommendations to the government which could serve as basis for succeeding energy efficiency programs. On the challenge of catalyzing and expanding energy efficiency efforts, the action plan aims to develop the energy efficiency ecosystem, i.e., taking a systems approach to the range of actors, policy instruments and market conditions required to successfully implement energy efficiency. Rather than focusing on one or few actors involved, energy efficiency take up arises from the interplay of different actors in the system. The Action Plan presents priorities for short-term action and resource allocation. The Action Plan discusses efficiency action plans for various sectors including the industrial sector, transport sector, commercial buildings sector, residential buildings sector, as well as cross-sectoral energy efficiency actions. It outlines the pathway to the 2030 energy efficiency roadmap, programs and actions to progress, and recommended actions.
