Philippine Innovation Act, Republic Act No. 11293

The Act established the National Innovation Council (NIC), its composition and functions, which shall be responsible for the development of the country's innovation goals, priorities and long term national strategy. 

The NIC shall develop a National Innovation Agenda and Strategy Document which is a roadmap that outlines the country's vision and long-term goals for innovation. The Act highlights inclusive innovation which is aimed at improving the welfare and creating livelihood opportunities for low-income and marginalized sectors. It enumerates the instruments which the government shall use as a means to achieve the objectives of the Act which include:

  • Technology programs
  • Innovation centers
  • Innovation networks
  • Technology platforms
  • Cluster policies
  • Human capacity building programs
