Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity, Republic Act No. 9851

The Act enumerates the prohibited war crimes or crimes against international humanitarian law. It prohibits genocide which means the commission of any of the identified acts therein, which are done with the intention of destroying, in whole or in part, a national, ethnic, racial, religious, social or any other stable and permanent group. 

Other crimes against humanity include:

  • Willful killing
  • Extermination
  • Enslavement
  • Torture, among others

The Act provides the penalties for offenders found guilty of any of the aforementioned crimes, as well as the principles for imputing criminal liability. It provides protection to victims and witnesses of the crime through reparations, restitution, compensation and rehabilitation.
