The Policy establishes a unified Government Policy prioritizing intervention and financing. The Policy deals with 10 sectors, namely:

  1. Agriculture and fisheries
  2. Health
  3. Finance/commerce
  4. Economic development
  5. Biodiversity/conservation/natural resources,
  6. Critical infrastructure
  7. Utilities, society and culture
  8. Good governance
  9. Education
  10. Tourism

The Policy identifies the top three risks for each sector and defines the government's priority interventions for addressing the top risks.
