National Targeted Program on Energy Efficiency and Conservation 2012–2015, PM Decision No. 1427/QD-TTg, 2012 (Viet Nam)

The goals of the Program are to deploy targeted energy efficiency and conservation programs in synchronization and in depth, to remove barriers and create breakthrough changes in improving end-use efficiency. It focuses on the areas of industrial manufacturing, large energy-consuming buildings, transportation, services, households, and high-performance equipment and facilities. Through these, the Program intends to achieve the goal of total energy saving in the whole country and in large energy consuming individual sectors, bring social and economic benefits, contribute to reduce investment in energy supply system development and ensure energy security. It also aims to bring about environmental protection, rational exploitation of energy resources and sustainability for socio-economic development. The Program also identifies several objectives supporting the main goal. 

The Program likewise lists several projects that implement its objectives. These include: 

  1. Strengthening education, information dissemination, community mobilization, awareness raising, promoting the use of energy efficiency and conservation, environmental protection
  2. Development and dissemination of high-performance, energy-saving equipment, gradual phase out of low-performance equipment
  3. Energy saving and efficiency in buildings
  4. Promoting energy efficiency in the transportation sector

The Program also identifies the components of the projects, the content for each and the implementing agency.
