National Strategy for Responsible Sustainable Development for Papua New Guinea, 2014
The National Strategy for Responsible Development (StaRs) for Papua New Guinea (PNG) aims to steer the country's development strategy away from unsustainable growth strategies and set a truly responsible and sustainable development plan that will enable PNG to gain a competitive and advantageous position in the future. The StaRS pushes for a greening of the economy with a shift to sustainable, clean and low or zero carbon generating energy. With the policy shift in StaRS, PNG hopes to attain the following goals: (i) being a leader in the promotion and establishment of responsible sustainable development paradigm, (ii) be a prosperous middle-income country by 2030, and (iii) be among the top 50 countries in the Human Development Index by 2050. It refers to three enabling dimensions critical for transitioning to an inclusive green growth, including; (1) a national green growth plan to create enabling conditions, (2) green growth mainstreaming mechanisms to ensure opportunities are explored through existing economic activities, and (3) green growth policy instruments to tap specific opportunities within spatial and resource systems.
