National Strategy on Climate Change, PM Decision No. 2139/QD-TTg, 2011 (Viet Nam)

The overall objective of the National Strategy on Climate Change is to utilize national capacity and carry out climate change adaptation measures for the reduction of greenhouse gas (GHG) emissions to ensure safety of people and properties, and attain sustainable development. It also aims to:

  • Strengthen human and environmental resilience to climate change
  • Develop a low-carbon economy to protect and enhance quality of life, ensure national security and sustainable development in the context of global climate change
  • Actively join the international community to protect the earth’s climate system

The Strategy likewise enumerates specific objectives consistent with the overall objectives. It identifies several strategic tasks, including:

  • Proactive disaster response and climate monitoring
  • Food and water resource security assurance
  • Protection and sustainable development of forests, increase of GHG absorption and biodiversity conservation
  • GHG emission reduction to protect the earth’s climate system
  • Increasing the decisive role of the State in climate change response
  • Building communities to effectively respond to climate change
  • Development of advanced sciences and technologies for climate change response
  • Promotion of international cooperation and integration to enhance the country’s position in climate change issues
  • Diversification of financial resources and effective focused investment

The Strategy also outlines its implementation, including strategy implementation phases and priority programs.
