National Strategic Development Plan, 2019-2023 (Cambodia)

The National Strategic Development Plan (NSDP) of Cambodia for 2019-2023 was formulated for the implementation of the Rectangular Strategy for Growth which is a framework for the socioeconomic platform of successive Royal Governments, centered on growth, employment, equity and efficiency. The NSDP for 2019-2021 particularly carries forward the agenda in Rectangular Strategy Phase (RS) IV consisting of four policy rectangles: (i) human resource development, (ii) economic diversification, (iii) private sector development and employment, and (iv) inclusive and sustainable development. The RS adopts a renewed focus on improving productivity and competitiveness to deliver a medium-term transformation to Upper Middle-Income Country status. Core to this strategy is the strengthening of public institutions, building a clean and high integrity public service, the democratic process and the rule of law. Three themes underpinning the approach are accountability, a stakeholder system of responsiveness, adherence to mandate and to cross government cooperation; efficiency, building human resources, facilitating structural change and harnessing technology; improved opportunities for all, particularly the vulnerable groups, improved public services, as well as protecting natural resources and combating climate change.
