National Greenhouse Gas Inventory System, PM Decision No. 2359/QD-TTg, 2015 (Viet Nam)
The National Greenhouse Gas Inventory System has the overall objective of building a national system for inventory of greenhouse gases (GHGs), creating a legal basis for the inventory of GHGs in Viet Nam, in order to adhere to the current regulations in response to climate change, and meet the requirements and obligations of State Parties to the United Nations Framework Convention on Climate Change (UNFCCC).
It also enunciates specific goals, namely, to:
- Establish a national GHG inventory system with sufficient capacity to carry out GHG inventories and develop biennial National Reports on climate change for management and monitoring GHG emissions in the country
- Carry out a biennial GHG inventory and develop National Reports on Climate Change for the UNFCCC Secretariat, in compliance with its responsibilities as a Contracting State to the Convention
- Serving the development of normal emission scenarios
- Monitoring emission sources and GHG sinks, contributing to the development of a low-carbon economy and green growth in Viet Nam
- Serving the measurement, reporting and appraisal of GHG emission reduction activities, in line with national conditions and GHG mitigation targets in Viet Nam's Nationally Determined Contribution
The national system for GHG inventories also includes provisions on the focal agency of the National System for GHG inventory which is the Ministry of Natural Resources and Environment.
