National Framework Strategy on Climate Change 2010-2022 (Philippines)

The National Framework Strategy on Climate Change intends to ensure and strengthen the adaptation of our natural ecosystems and human communities to climate change. It derives its legal mandate from, among others, the Philippine Constitution which enshrines the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. Furthermore, the Framework Strategy adopts certain Guiding Principles including the vision of "a climate risk-resilient Philippines with healthy, safe, prosperous and self-reliant communities, and thriving and productive ecosystems." Its goal is "to build the adaptive capacity of communities and increase the resilience of natural ecosystems to climate change, and optimize mitigation opportunities towards sustainable development." It also adheres to the core principle of common but differentiated responsibilities, and the precautionary principle. The Framework presents projected climate change scenarios, culled from possible extreme events, as bases for the indicative macro-level vulnerability assessments. In formulating the action plan, the Framework also considers natural meteorological or meteorologically-influenced hazards faced by the Philippines which stands to be aggravated by climate change. The Framework also recognizes the mutually beneficial relationship between climate change mitigation and adaptation, particularly in the context of Philippine development.
