National Framework on Local Adaptation Plans for Action, 2011 (Nepal)

The National Framework for Local Adaptation Plans for Action (LAPA) has been formulated in order to translate the suggestions during the National Adaptation Programme of Action (NAPA) inception workshop into action and to assist identification of local adaptation actions with people's participation as prescribed in NAPA, development and implementation of action plans, including support for the integration of climate change adaptation into sectoral and area-specific plans. The aim of the LAPA is to integrate climate adaptation activities into local and national development planning processes and to create a situation for climate resilient development. The LAPA Framework facilitates formulation of the LAPA at local bodies such as the Village Development Committee, Municipality and District Development Committees. 

The LAPA Framework consists of the following seven steps for its LAPA formulation and implementation:

  1. Climate change sensitization
  2. Climate vulnerability and adaptation assessment
  3. Prioritization of adaptation options
  4. LAPA formulation
  5. LAPA integration into planning processes
  6. LAPA implementation
  7. LAPA progress assessment
