National Environmentally Sustainable Transport Strategy for the Philippines, 2011 (Philippines)
The National Environmentally Sustainable Transport Strategy for the Philippines identifies the overall objective to develop and mainstream Environmentally Sustainable Transport (EST) that are sensitive to future development scenarios. The overall goal of the strategy is the reduction of the annual growth rate of energy consumption and associated greenhouse gas and air pollutant emissions from the transport sector in the urban areas; and enhancement of sustainable mobility through the development of a viable market for EST goods and services, which involves the promotion of transportation systems of low-carbon intensity and shift towards the use of more sustainable transport modes.
The Strategy discusses the issues and challenges in the transport sector including:
- Public health
- Strengthening roadside air quality monitoring and assessment
- Traffic noise management, vehicle emission control, standards, and inspection and maintenance
- Cleaner fuels, public transport planning and travel demand management
- Non-motorized transport
- Environment and people-friendly infrastructure development
- Social equity and gender perspectives
- Road and safety maintenance
- Strengthening knowledge base, awareness and public participation
- Land use planning
Strategies are then discussed for each of these issues and challenges. In the context of the issues and corresponding strategies, the Strategy discusses the way forward, with indicators and action plans relevant to each strategy.
