National Energy Authority Act 2021 (Papua New Guinea)

The National Energy Authority was established with the principal function of performing energy industry regulatory functions including the recommendation of electricity and energy regulations, codes and guidelines, among others. The electricity supply industry, consisting of the generation, transmission, distribution, supply and sale of electricity, is a regulated industry. 

The Act also includes the Electricity Supply Industry Law, specifically touching upon the topics of: 

  1. Licensing of electricity entities and undertakers
  2. The National Content Forum
  3. Construction, entry on land and registration of titles
  4. Inspection, safety and technical requirements, among others

Electricity undertakers or contractors must secure a license under the Act which also provides for the statutory requirements and process for such application. 

The Act further requires that licenses for small scale generation projects with installed capacity of up to 10 megawatts shall be reserved for Papua New Guinea citizen companies.
