The National Competition Policy (NCP) recognizes the State's policy to foster a competitive market that would contribute to the improvement of consumer welfare and increase market efficiency. National government agencies must be guided by the following key elements:

  1. Pro-competitive policies and government interventions
  2. Competitive neutrality
  3. Enforcement of competition-related laws and issuances

The NCP enumerates the responsibilities of the national government agencies to ensure that anti-competitive market behavior is avoided and penalized.
