National Adaptation Programme of Action, 2005 (Samoa)

The National Adaptation Programme of Action (NAPA) of Samoa builds on the national development goals, strategies and action plans implemented by the government. The NAPA envisions achieving a high-level of community capacity for adaptation to adverse impacts of climate change. It undertakes the mission of communicating urgent and immediate adaptation needs, and the activities to address these needs to deal with the adverse impacts of climate change; and to develop the strategies for capacity building amongst stakeholders and village communities. 

Its main objectives are:

  1. To develop and implement immediate and urgent project-based activities to adapt to climate change and climate variability
  2. To protect life and livelihoods of the people, infrastructure and environment
  3. To incorporate adaptation measures and goals into national and sectoral policies, and development goals
  4. To increase awareness of climate change

The NAPA identifies key adaptation needs, as well as existing and potential adaptation activities for various sectors. The NAPA further prioritizes and ranks activities based on given criteria, and as a result, identified certain immediate and urgent community needs, namely, water resources, reforestation programs and activities, health warning programs, agriculture and food security activities, and transport and coastal infrastructural development.
