National Action Plan on Climate Change 2012–2020, PM Decision No. 1474/QD-TTg, 2012 (Viet Nam)

The Action Plan identifies the 10 main objectives, to be achieved by 2020, in response to climate change:

1. It aims to strengthen capacity of climate monitoring and early warning of natural disasters. 
2. It will ensure food and water security. 
3. It aims to: 

• proactively respond to natural disasters
• preventing flooding for large cities
• consolidating river and sea dikes and reservoir safety

4. It will mitigate greenhouse gas emissions and develop the economy in the direction of low-carbon intensity. 
5. It aims to enhance management capacity and improving mechanism and policies on climate change. 
6. Mobilizing the participation of the economic sectors, scientific, political-social-professional organizations and non-governmental organizations in response to climate change; and building community in effective adaptation to climate change. 
7. It aims to raise awareness and facilitate human resource development. 
8. It intends to develop science and technology as the basis for policy development, impact assessment, determination of adaptation measures and mitigation of climate change. 
9. It aims to cooperate internationally and raise the position and role of Viet Nam in international activities on climate change. 
10. It intends to mobilize resources and finance to respond to climate change. 

Specific tasks are likewise identified under the objectives enumerated.
