Myanmar National Framework for Community Disaster Resilience, 2017

The Myanmar National Framework for Community Disaster Resilience gives guidance to stakeholders in creating resilient communities in Myanmar. It aids in the preparation for disasters and their impacts, as well as facilitates recovery by outlining actions aimed at resilience building. The Framework identifies community-based actions and extends to key sectors including rural and urban development, agriculture, environmental conservation and forestry, financial inclusion, social protection, and disaster preparedness. 

The Framework further identifies a number of entry points for strengthening disaster resilience at the community level in Myanmar. These include:

  • Rural livelihood and village infrastructure
  • Urban development
  • Forestry and environmental conservation
  • Financial inclusion
  • Social protection

The Framework likewise identifies actions for strengthening disaster resilience, namely:

  • Actions for government at the township, state or region, and union level
  • Actions for village tract or ward administration
  • Actions for civil society organizations
  • Actions for communities
