Myanmar Climate Change Strategy and Action Plan, 2017

The Myanmar Climate Change Strategy and Action Plan (MCCSAP) intends to guide Myanmar’s strategic responses and actions to climate-related risks and opportunities for next 15 years. The MCCSAP promotes a strategic vision for the transformation of Myanmar into climate-resilient and carbon-efficient while maintaining sustainability and inclusivity for present and future generations. The long-term goal is to achieve this strategic vision by 2030. To this end, Myanmar must focus its development actions (specifically in the key sectors of its economy) along two strategic pathways that represent the two objectives of this strategy:

(i) to increase the adaptive capacity of vulnerable communities and sectors so they are resilient to the impacts of climate change, and 

(ii) to create and maximize opportunities for potential sectors to follow a low-carbon development pathway ensuring development benefits to households and all economic sectors. 

The strategy concentrates on the six action areas, namely:

  1. A climate-responsive policy environment
  2. Operational institutional arrangement to monitor progress
  3. Conducive financial environment
  4. Capacity and technology to enable delivery of climate-smart responses
  5. Awareness to enable climate-smart decision making
  6. Partnerships in public, private and civil society sectors across local, national and international levels

The MCCSAP further focuses on six sectors, namely:

  1. Agriculture, fisheries and livestock
  2. Natural resource
  3. Energy, transport and industrial systems
  4. Township and city dwellings
  5. Climate-induced disasters, risks and health impacts
  6. Education, awareness and technological systems
